import: ajout d'un php.ini fixant max_execution_time.
En effet, en safe-mode set_time_limit() est interdit.
Un import CSV/fgetcsv() de 55000 observation prend à peu près 4 minutes.
Une limite de 5 minutes / 60000 obs semble raisonnable.
